Enteprise Administrator has access to Inventory and Users tab. They are the top level privilege for the enterprise. An Enterprise Admin can create more Enterprise Admins, or Enterprise Users

A Enterprise User has acces to configuration and monitor. They can change configuration of any device. 

All users are by default Enterprise User, and can use the mobile app.
